Divisions 

    Student Services Division

    The Student Services Division operates direct student programs, including:

    • Special Education Services for students whose needs require a specialized program not offered in their local districts. These students, ages infant-22, include the severely multiply disabled, the orthopedically disabled, the hearing and visually impaired, the emotionally disturbed and students with autism.
    • The Regional Occupational Program (ROP) that offers state-of-the-art job training and career preparation to over 6,000 teens and adults each year. Many courses are offered with concurrent enrollment in high school or Community College programs, leading to credit toward graduation, a certificate of completion or
      transfer to four-year institutions such as the California State University system.
    • Court and Community Schools for over 2,000 at-risk students. Students are referred to these programs by the Juvenile Court, San Mateo County Probation Department or local school districts.
    • Foster Youth Services provides oversight of the educational programs for children in the Foster Care System.

    Instructional Services Division

    The Instructional Services Division provides leadership, resources and technical assistance in curriculum and instruction. Major services, activities and resources include the Beginning Teacher Support and Assessment project, child care and preschool projects, support for program improvement, a one week residential Outdoor Education experience for 5th and 6th graders and a variety of professional development offerings for teachers and administrators.

    Fiscal and Operational Services Division

    The Fiscal and Operational Services Division provides a wide range of business services that are either required by law or that have been developed to assist districts with fiscal management. The Division deals with over $500,000,000 of school expenditures annually, acting as an intermediary between state, federal and local agencies. Staff monitor and review accounting, budgeting and payroll functions in the local districts in order to maximize revenues and ensure accuracy and fiscal compliance. Services include the preparation of W-2 forms, the preparation of federal, state, PERS, STRS and Social Security reports and the processing of vendor warrants and payroll.
